They would only get into any trouble if they they tapped someone&#039;s phone or entered someone&#039;s house. You know, the kind of stuff the CIA does.  The kind of stuff you support.  Photographing someone has been legal since the 1920s.  It&#039;s only illegal if you sell the photo.  Unless you sell it to a journalistic entity for investigative journalism purposes.  And the National Equirer qualifies under all legal rulings.
