You could probably make a better case that the bipartisan and widely-supported Congressional resolution making regime-change in Iraq official US policy was more or less the official beginning of our war buildup against Hussein. That resolution was, I believe, in 1998. You could make a plausible case that Hussein's cease-fire violations could be part of the run-up, since President Clinton actually re-initiated hostilities by firing missiles into Iraq in response. Part of the cease-fire for the Gulf war was a bunch of things Hussein could do/not do. Also weapon inspections had to take place. I remember the game Hussein played with the inspectors and finally they were forced out of Iraq. A big list of sundry violations that Bill Clinton should have acted on.
