Govt. can only restrict the &quot;right&quot;...they can&#039;t instill the responsibility that should accompany that right.  And if they restrict the right, they restrict it for both the responsible citizens &amp; the irresponsible.
These types of things used to be controlled through peer and/or family pressure.  You didn&#039;t do something this stupid because you would embarrass your family &amp; none of your neighbors would speak to you; because you have done something so outlandish &amp; immature.  Public shame was not such a bad thing compared to the apparent lack of shame we see now.  It was a great regulator of behavior.  In this case, the two men have traded their sense of responsiblity for the infantile pleasure of having all the public&#039;s attention. If it is a form of speech, it&#039;s not a protected form of speech, because it&#039;s very close to a death threat.  My father was an elected official (also a Democrat!)  I inherited a love of the Bill of Rights, particularly the &quot;right to offend&quot; from him.  And he never thought he was above criticism and was never afraid of it.
