Govt. can only restrict the "right"...they can't instill the responsibility that should accompany that right. And if they restrict the right, they restrict it for both the responsible citizens & the irresponsible. These types of things used to be controlled through peer and/or family pressure. You didn't do something this stupid because you would embarrass your family & none of your neighbors would speak to you; because you have done something so outlandish & immature. Public shame was not such a bad thing compared to the apparent lack of shame we see now. It was a great regulator of behavior. In this case, the two men have traded their sense of responsiblity for the infantile pleasure of having all the public's attention. Not sure writing letters to them would help; it would just feed into what they seem to be enjoying already. If it is a form of speech, it's not a protected form of speech, because it's very close to a death threat. My father was an elected official (also a Democrat!) I inherited a love of the Bill of Rights, particularly the "right to offend" from him. And he never thought he was above criticism and was never afraid of it. But as his daughter I grew to believe strongly that there has to be a limit on explicit death threats, even in jest or art, against public officials.
