The Dems are on the hook for this. Unless you're okay with saying that the Democrats are equally as responsible as Republicans for approving our taking down Saddam Hussein, or for the Patriot Act. They weren't equally against it. There are more Democrats in Congress than Republicans. If they wanted a smaller budget, there wouldn't be a thing Republicans can do about it.
