So far as I know, a consulate is considered sovereign territory of the nation that runs it.

An embassy is, indeed, an extraterritorial extension of a sovereign state, but a consulate may or may not be–it depends on the agreement between the host state and the represented state. In this case, between Iraq and Iran. The consulate normally doesn't have diplomatic immunity, either.

Its purpose is sort of to act as a branch office, looking out for Iranian citizens and businesses operating in Irbil.
