FEMA sucks major butt!
I work for city government. 2 weeks ago, our superviser informed us that we would all have to take a FEMA test as a requirement for continued employment. I am unsure as to what hold FEMA has over state, county and city jurisdictions, but I guess they do have enough to get us fired if we don’t comply. Anyway, our superviser tells us we needn’t read the course material or study the course guide but may use the answers she will furnish, to pass the test. She gives us the test without the answers on it and it looks really stupid, but I am not comfortable with getting the answers from someone else, as to me it is cheating and I have never cheated on a test in my life.
My supervisor and another co-worker go through the course guide and get the answers and pass them around. I refuse the answers and start to read the study guide and course material. The course material tells me no more than I knew from looking at the questions on the test. The course material is supposed to train us, as emergency personnel, in case of a disaster and tell us our roles in the, here goes, National Incident Management System (NIMS), then we have the, Incident Command System (ICS), Incident Action Plans (IAPS) and the Emergncy Operations Center (EOC) Some of the questions are;
9. An Area Command organization does not include an Operations Section because:
a. Operations are conducted on-scene.
b. Area commands are not really commands.
c. Its authority is limited to obtaining resources.
d. The Planning section handles operations in an Area Command.
13. When a joint Information Center is established as a part of a Unified Command, agencies or organizations contributing to joint public information management:
a. Work independantly.
b. Clear all information with the Incident Commander.
c. Retain their organizational independence.
d. Report to the chief elected official.
This is so crazy, what in the hell are they talking about.?? I have to go on-line and put in my social security number take this test and then they will certify me. Certify me for what, precisely? Today we had an earthquake drill and I got under my desk. If it was real, I guess I would commence to NIMS and EOC and MCS and ICS and JIS and AC and OS and UC and all the other acronyms FEMA wants me to try and tell apart. I am as clueless about the Action Plan as I ever was, but I know way too much about FEMA.

Don't think that's real bad. I worked for FEMA on a volunteer basis in Florida 2 years ago doing cleanup around Orlando after the hurricane. Goddlemighty, as long as FEMA exists, I know I don't work for the most screwed up gov agency… I also worked 2 one-month tours in NOLA after Katrina, but REFUSED to work for FEMA. Smartest choice I've made in 20+ years of working for the gov….

At least it's for your job, I had to take Nims 100, 200, 700, and 800 just to keep being a volunteer firefighter! It really ticked us all off.
Miss Carny: NIMS and ICS are actually logical and valuable. The reason why it doesn't make sense to you is because most agencies consider the material too elementary to make it worth getting a knowledgable instructor. The problem is that, as you realized, the material *isn't* elementary. ICS can't be learned from a stupid PowerPoint presentation any better than something like driving can. FEMA's stick is related to federal grant money. No comment about your supervisor's ethics.

Brian: I understand your frustration, but even as a volunteer fire fighter you should appreciate professional development. ICS applies to folks like you more than anyone else.
Either you are working for FEMA, Ken, or you are just plain stupid. FEMA should be number one on the list for spending cuts because it does not work.
