If you took a a standard four foot tall tank and filled it with pure hydrogen cyanide gas at 120 psi, it would take about ten minutes to empty and would barely fill a subway car with a lethal dosage. And the people would have to stay in that car for another for another three minutes (willingly) before they died. I bring this up because it offers insight into why the operation was cancelled: it was going to be a flop. And Al-Zawahiri doesn't like flops. His history is full of operations that went all too well. And he's smart and very well educated. I'm sure he could have (and would have) run the same calculations. He also probably remembered the incidents in Japan using sarin, which is about 10,000 times more lethal. And they weren't as effective as a well-placed bomb.
